Definitely matters! Do one or two really high quality link exchanges, then stop and let the rest grow naturally.
As to languages, not sure what you mean, but when you do a high quality link exchange, don't put it on other pages of your site, give one recommendation, in its proper place, in context on one page within related content is best. If you want it on multiple pages, let one alone and nofollow the others (say on other language pages on your site that duplicate). If it earns you anything, it must be "nofollowed" no matter where it is placed.
An over abundance of any kind of inbound links is a real issue with the SEs (search engines), that was what Penguin was all about (a Google algo that now runs constantly, but only ran just a couple times a year when it started around 2012/2013 ... All aimed at the quality of inbound links a site had).
It is better to focus on Social to help build traffic and site reputation on an ongoing basis.
